If the enemy does not accept within `5 Days`, the Declaration will be removed.

> Attacking Players who wish to participate must have atleast 5 Days on the Server.
> Defending Players must have a minimum 3 Days of Playtime to actively fight.

> The Attacking Team must have `2 Town Members`. The Declaration will be broadcasted to the rest of StarCivs & Discord.

> The Defending Team must also have `3 Town Members` recieve a Declaration.

> NOTES:
> * The Playtime Requirement is to mitigate & limit PvP Clanners ("Clanning" / "Minute-manning"), where a side gets a bunch of random players who have no plans on staying, to overwhelm the other team. This easily ends up becoming incredibly toxic for both sides.
